On October 21, executives from KCSR and KCSM joined the KCSM advisory council in Monterrey, Nuevo Leon for a meeting and facilities tour. KCSM operates in 15 states and 234 cities and is exposed to a diverse range of political, economic and social variables. The advisory council is appointed and authorized by the KCSM board of directors to provide advisory and consulting services to the company, its shareholders, board of directors and executive officers in a number of matters involved in the manner in which the company conducts its business. Serving on the advisory council are Peter Foyo, Ambassador Antonio Garza and Ambassador Andres Rozental.
Peter A. Foyo
Foyo is the current president of Nextel de México S. A. de C. V., a subsidiary company of Nextel Communications Inc. He is responsible for the complete functioning of the company's operations in Mexico. He accepted the post in August 1998.
Previously, Foyo worked at Alestra as strategic corporate director and director of wireless planning and implementation-PCS/WLL.
Before carrying out these tasks in Mexico, Foyo was director of AT&T Argentina; responsible for the company's administration and operations in Argentina, Chile, and Uruguay. He also participated as member of the board of directors of the Compañía de Teléfonos del Interior, representing AT&T. In Argentina, he was in charge of the multinational technical and mobile personnel who established a national cellular network.
Foyo studied international business, economics, military science and engineering at Benedictine University and Wheaton College in Illinois.
Ambassador Antonio Garza
Antonio Garza serves as a strategic counselor to CEOs, investors, and entrepreneurs. He is acknowledged as one of the top experts on U.S.-Mexico relations and on the business and political environments of both nations.
Prior to joining White & Case LLP, Garza served as U.S. Ambassador to Mexico from 2002 to 2009 focusing his work on deepening the dialogue between Mexico and the U.S., international business development, and other U.S. interests in Mexico. He is credited as being amongst the primary proponents of the landmark Merida Initiative aimed at addressing critical regional security concerns.
In addition to his work as counselor at White & Case, Garza also serves as a partner with ViaNovo, LP, a leading international management and consulting firm. He is also chairman of the firm’s new business development unit ViaNovo Ventures, which assists international companies in their expansion endeavors in the North American market.
Garza serves on the board of directors of Basic Energy Services and is a member of the Southern Methodist University Board of Trustees. He also serves on the advisory boards of the Bush School of Government and Public Service at Texas A&M University, the Maguire Energy Institute and FameCast.
Prior to serving as Ambassador, Garza held a number of key positions in his home state of Texas including, Texas Secretary of State and Senior Policy Advisor to former Texas Governor George W. Bush. Garza also served six years as Cameron County Judge, the county’s top executive and was elected to the Texas Railroad Commission in 1998. As chairman of the Texas Railroad Commission in the late 1990s, he oversaw the state’s energy industry which employs more than 365,000 Texans and is responsible for more than $82 billion in Gross State Product.
In June 2009, he received the Aguila Azteca, the Mexican government's highest honor bestowed upon a non-citizen for his work in strengthening bilateral relations.
He holds a BBA from the University of Texas at Austin, a doctor of jurisprudence from Southern Methodist University School of Law and he has received each university’s distinguished alumni awards. He is a member of the State Bar of Texas, the District of Columbia Bar and is admitted to practice before the U.S. Supreme Court.
Ambassador Andrés Rozental
Ambassador Rozental was Mexico’s Ambassador to the United Kingdom from 1995 to 1997. He was a career diplomat for more than 35 years, having served his country as Deputy Foreign Minister (1988-1994), Ambassador to Sweden (1983-88), Permanent Representative of México to the United Nations in Geneva (1982-83), as well as in various responsibilities within the Mexican Foreign Ministry and abroad. Since 1994, he has held the lifetime rank of Eminent Ambassador of México.
Currently, Rozental holds non-executive board positions in several important multinational corporations in Brazil, the U.S., France, the United Kingdom and México. He chairs the board of ArcelorMittal Mexico and is an independent board member of ArcelorMittal Brazil and the New India Investment Trust. He holds advisory positions with EADS Mexico, Toyota and Kansas City Southern de México. He is president of his own consulting firm, Rozental & Asociados, which specializes in advising multinational companies on their corporate strategies in Latin America. He is also active in a number of non-governmental organizations and projects relating to global governance, migration policy, climate change, Latin American politics and the promotion of democracy.
Rozental obtained his professional degree in international relations from the Universidad de las Américas in México, and his master’s in international economics from the University of Pennsylvania. He is the author of three books on Mexican foreign policy and of numerous articles on international affairs. He has been a foreign policy advisor to Presidents Vicente Fox and Felipe Calderón.
